            Whereas it is necessary for preventing danger, obstruction or inconvenience to the public in connection with the ensuing INDIAN PREMIUM LEAGUE  (I P L) CRICKET TOURNAMENT, 2008 AT EDEN GARDENS, KOLKATA ON 20.04.2008, 29.04.2008, 08.05.2008, 13.05.2008, 18.05.2008, 20.05.2008 and 25.05.2008 I, Gautam Mohan Chakraborti, Commissioner of Police, Kolkata, in exercise of powers vested in me  under Section  115,  117,  122 and 126 M V Act, 1988  and Section 62, 62(1b) of Calcutta Police Act./ 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 and 93 of Rules for the Regulations of Traffic in Kolkata and its suburbs and under sub-section(1) of Section 4 of the West Bengal Traffic Regulations Act, 1965 (W B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No. 7605-WT, dated the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT/3M-34/99, dated the 29th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below, notwithstanding any other orders in force on 08.02.2007.

 

1)         Movement of Heavy goods vehicles, medium goods vehicles and light goods vehicles, shall be  restricted / suspended from 11.00 hours (on 20.04.2008 and 18.05.2008) to 22.00 hours, from 16.00 hrs (on 29.04.2008, 08.05.2008, 13.05.2008, 20.05.2008 and 25.05.2008) to 02.00 hrs or till dispersal of crowd in addition to normal restrictions.

 

2)         Kshudiram Bose Road (Auckland Road), North Brooke Avenue and Gostha Pal Sarani (Kingsway) will be closed to all types of vehicles, High Court bound cars will be allowed to move along Esplanade Row West,  instead  of  Auckland  Road  and North  Brooke  Avenue,  as and when

considered necessary by Traffic Police on duty.

 

3)         Parking of vehicles will be prohibited on both sides of the following roads as and when considered necessary by the Traffic Police on duty :-

            a)         Gostha Pal Sarani (Kingsway).

            b)         Kshudiram Bose Road (Auckland Road).

            c)         Govt. Place East.

            d)         Rani Rashmoni Avenue.

            e)         Old Court House Street.

            f)          Indira Gandhi Sarani (Red Road).

            g)         Guru Nanak Sarani (Mayo Road).

            h)         Dufferin Road.

 

4)         Council House Street and Bentinck Street will be utilised as` One Way' from south to north as and when considered necessary by the Traffic Police on duty.

 

5)         Buses and mini buses coming from south Kolkata will be diverted(i) from Guru Nanak Sarani (Mayo Road) towards Netaji Statue, Govt. Place East, Old Court House Street, B B D Bag and  also (ii)  from  J L Nehru Road towards Bentinck Street,  Mission  Row,  Mangoe Lane,  B B D Bag, depending on the volume of traffic or as and when considered necessary by the Police on duty.

           

Similarly, buses and mini buses from north and east Kolkata will  be diverted (i) from Central Avenue towards Ganesh Ch. Avenue, Mangoe Lane, B B D Bag, (ii) from S N Banerjee Road towards R R Avenue, Govt  Place East, Old Court House Street, B B D Bag for westward journey and also (iii) from Old Court House Street towards Esplanade Row East, J L Nehru Road for southward journey as and when considered necessary by Police on duty.

6)         Buses/mini buses from Howrah will be diverted from Brabourne Road, R N Mukherjee Road, Mission Row, Ganesh Ch. Avenue, C R Avenue, J L Nehru Road/Esplanade as and when considered necessary by the Police on duty.

 

7)         Motorists from south Kolkata may avail A J C Bose Road, St.Georges Gate Road, Strand Road and find access to B B D Bag area through Kiran Sankar Roy Road towards Council House Street according to the direction of traffic police on duty.

            Similarly, motorists from north and east Kolkata will enter B B D Bag area through B B Ganguly Street  and  also from S N Banerjee Road, R R Avenue, Govt. Place East, Old Court House Street etc. as directed by traffic police on duty.

 

8)         Parking arrangements have been provided at the following five locations. Parking at these locations will be against Car Park Stickers as follows: -

A)        GREEN STICKERS                         (Opposite Club House)

From Howrah

Brabourne Road, BBD Bag East, Old  Court House Street, R R Avenue,  Plassey Gate Road to parking lot.

ii)

From North, Central and East Kolkata

C R Avenue/S N Banerjee Road, J L Nehru Road, R R Avenue, Plassey Gate  Road to parking lot.

iii)

From South Kolkata

-

Guru Nanak Sarani(Mayo Road)/Indira Gandhi Sarani(Red Road), R R Avenue,  Plassey Gate Road to parking lot.

 

B)        YELLOW STICKERS           (West and South of Mohun Bagan Ground)

 

i)

From Howrah

-

Brabourne Road, BBD Bag East/South,  Hare Street, Strand Road, Gosthapal  Sarani(Kingsway) to parking lot.

ii)

From North, Central and East Kolkata

9)         THE CAR PARK STICKERS TO BE DISPLAYED ON THE WINDSCREEN OF THE CAR

 

10)       Parking for TWO WHEELERS will be provided at the following locations by the police on duty subject to availability of space :

   

            a)         South of Md. Sporting Ground.

            b)         Strand Road near Band Stand.

 

11)       CARS WITHOUT STICKERS will be accommodated on a `first come first served' basis at the following locations :

 

            a)         Sahid Minar Maidan.

            b)         Rangers Club ground.

                 

          (Parking on Maidan area are subject to the clearance from Army Authority still awaiting) 

 

12)     Contingency Arrangement of Parking

 

Some contingency arrangement has to be made for parking, taking into consideration of inclement weather condition.

 

a)         OC HQ TP guard

 

Would keep the High Court Complex (North Brook Avenue, Esplanade Row West) reserved for such purpose and ensure no parking of other vehicles.

 

     b)          OC VS TP guard

 

Would  keep Stretch of Band Stand, Strand Road (western side) in between Kingsway and St. Georges Gate Road, Esplanade Row East (one side) may also be utilized for parking in case of exigency.

 

          (Parking on Maidan area are subject to the clearance from Army Authority still awaiting) 

 

13)       NO PARKING SPACE WILL BE ALLOWED FOR TAXIES, PRIVATE BUSES ETC.

 

14)       Bus stand at Band Stand and Auckland Road will be shifted to Kiran Shankar Roy Road and  Esplanade Row East, Central Bus Terminus  on the day.

 

15)       In order to ensure uninterrupted flow of traffic, Tram Services, in the BBD Bag, Esplanade, Old Court House Street and B B Ganguly Street areas will be regulated as and when considered necessary by the traffic police on duty.

 

16)       Vehicular traffic may also be diverted from any of the arterial and feeder roads by traffic police on duty as and when considered necessary in the interest of the public on the day.

 

17)       These regulations will remain in force in addition to the normal restrictions on  the day  which are not repugnant to above.
